After the mediation of his friend Andrew White, Andrew Carnegie agreed to finance the construction of the Peace Palace in The Hague with an amount of $1.5 million on condition that the Palace would not just house the Permanent Court of Arbitration but also a legal library that would meet the highest possible standards. There was one problem however, the Permanent Court of Arbitration did not have the correct qualifications for corporation and could therefore not acquire property under Dutch law. This problem could only be overcome by establishing a foundation, which would embrace the library and the building. In 1904, a special foundation was set up to manage the funds and the preparations for the construction. The Carnegie Foundation is still owner and manager of the grounds and buildings at the Peace Palace in The Hague.

Carnegie-Stichting

De befaamde staalmagnaat en filantroop Andrew Carnegie werd bereid gevonden om de bouw van een wereldvredescentrum in Den Haag mogelijk te maken met een schenking van 1,5 miljoen dollar. Voorwaarde was dat het ‘Vredespaleis’ niet alleen het Permanente Hof van Arbitrage zou huisvesten maar ook een juridische bibliotheek van het allerhoogste niveau. Voor het beheer van het geld en de voorbereiding van de bouw werd in 1904 een speciale stichting gevormd. Deze Carnegie-Stichting is tot aan vandaag nog altijd eigenaar en beheerder van grond en gebouw. Tegenwoordig krijgt ze ook financiële steun van het Nederlandse ministerie van Buitenlandse Zaken.
