In 2012 the European Parliament adopted an opinion report which CARE supported on ‘protecting children in the digital age’ proposed by Italian MEP Silvia Costa. It called for more effective regulatory measures (whether statutory or agreed self-regulation) to be taken to protect children from harmful content on the internet, better education and training for children, parents and teachers and a strategy that strikes the right balance between free access to the internet and combatting illegal content. It stated that the protection of children was a fundamental right that EU Member States had signed up to under international conventions.

opinion report on ‘the implementation of the 2007 ‘Audiovisual Media Services’ Directive – 2013

In May 2013 the European Parliament adopted an opinion report by Polish MEP Piotr Borys on the implementation of the 2007 Audiovisual Media Services Directive by member states. This report expressed regret that the Commission had not seen fit to update the law, which is badly needed because of the diverse manner in which states are implementing it. The report also stressed that the options of voluntary self-regulation and co-regulation procedures are not enough on their own and need to be backed up by complementary legal provisions to ensure the aims of the Directive are achieved – particularly in an online context. It again stressed the importance of controls being technology-neutral so as to be equally applicable to all technological means of communicating visual images.

opinion report in response to the European Commission’s Green Paper on ‘Preparing for a Fully Converged Audiovisual World’- 2013

In March 2014 the European Parliament adopted an opinion report by German MEP Sabine Verheyen in response to the European Commission’s Green Paper [1]on ‘Preparing for a Fully Converged Audiovisual World’. This again called for an updating of the 2007 Audiovisual Media Services Directive and stressed the importance of the protection of minors.
